What is the BEST software for making Still Images to Video File like AVI?

Premiere is used mostly for digitizing video footage, arranging footage on a timeline with cuts and transitions between clips, and adding soundtracks.

After Effects is for arranging footage on a timeline and compositing multiple video clips in a way similar to layers in Photoshop. You can also add filters/effects that are similar to Photoshop's to the video footage.

So what do you think, do i have to use in converting still images to AVI file?

After Effects (IMO) would be overkill for your purposes. Premiere is fine. If you're looking to only convert images sequences into AVIs though, I would skip both and just use VirtualDub. Other than a donation for good karma, it's free.

Two steps (not including setting your compression)

File > Open Video File

File > Save as AVI
