Something similar came up at 3DA, but it was another window that got dragged off the screen somehow and right clicking on the bottom windows task bar and selecting "cascading windows" allowed access to the apparently missing portion of the GUI. FWIW

If it's just off-screen do this:

    alt+space
    m (for move)
    press any arrow key

window will now be stuck to mouse cursor.

the attached ZIP file is snapwindows.exe

run it on your machine and it will pull all your windows specifically those off screen onto your viewable screen. Great little script....

(credits to CrazyHomelessGuy for finding this gem a few years back)

also great when using remote desktop into a computer from a single screen and you left one of your toolbars on a secondary monitor.
