i agree reactor inside 3ds max is one of the quickest ways to simulate water body's,

if you are looking for a water surface with that ripples and reacts to objects in a simple way use reactor. if you want a more complex simulations and you have the budget for it then look at realflow.

there is a plug in for 3ds max called GLU3D, its more like a particle system but you can fill up a container with liquid, and its much cheaper than Realflow.

modifiers on a highly subdividided plane and lots of experimentation getting the timing right would be my first try, making sure to copy real timing from some video footage

 

all depends how close you are to it as well?

Do you need the waves to break? If not you task is simpler starting with solutions above plus maybe an animated displacement map. If the waves have to break your looking at a fluid simulator like Realflow or Glu3D or very difficult hand manipulation of a plane.
