    assuming you are using 2011:

go to the manage tab and look for the project units button. 7th from the left on mine but it may be different on yours.

This opens a dialog box where you can set units for length, area, volume, angle and a couple of others. There are decimal feet and decimal inch options.

I am still in 2009 so I don't see the tabs you mention I thot is was under settings or tools but don't see any unit settings for something speific like tags. I would leave the way it is but the client wants it in decimal

Simply type UN (unities) and change them accordingly.

I don't currently have 2009 installed, so you may need to search a bit:

    1. Select the elevation tag.
    2. Go to the Type properties of the elevation tag. Notice the Symbol parameter. This is the Elevation Tag symbol you are using.
    3. Under your Project Browser, go to Families - Annotation Symbols. Find the Symbol from step #2.
    4. Right click that Symbol name and select Edit. (This is likely not the final, expanded category, but the level before that).
    5. This will open the Elevation Tag in the Family Editor. Select the Elevation Label and Edit the Label (likely under Instance Properties).
    6. Highlight the Elevation under Label Parameters on the right side of this dialogue. A button should appear toward the bottom of this dialogue. It's called Edit Parameter's Units Format. Select it.

From there you can make the change.
It's about as buried as any setting you'll find in the program.

My version is later, but this is what it looks like:
