How can I create a rug with a material like attached?

You can paint the variation in the texture, you can Mix (the material) VrayDirt with the base material to get some variation.

 

For the soft feel, you just need to use the Falloff map and adjust the curve.

 

Take a look at the Fabric video of the Viscorbel V-Ray Materials Explained, it should be a great help.

Crushed velvet, 90perc. is actually a texture of it :-) For a rug, fallof wouldn't even be noticable (since it's flat plane). Of course, fallof in diffuse slot is still necessary for velvet look, but the magic of that rug is simply the texture.

Then I think you can just paint a mix map for color channel. Set the reflection blurriness to something really low, to scatter the highlight across the whole object. It wont hold up very well in animation but you may get away with it for a still. Maybe a basic vray displacement with a small scale noise, use a mixmap driven by the same mix as the color channel. Then your darker places (scuffs) will be more displaced than the bits with 'sheen'.

Havent tried this, but it is mimicking reality.
