I think the main thing that is not working is your materials - The wall materials look too saturated and lack texture which makes them look flat as if they are made of painted cardboard. Also I think your sun angle is too high which is making things look flat too. If the sun was lower you would get more shadow / light play in the balconies which would make everything look more three dimensional.

I think it looks a lot better with the lower sun. I would make the camera and camera target the same height to get vertical lines parallel. Right now the walls are tapering a tiny bit which makes it look like a mistake. The sky is a dirty gray - looks like there is a lot of pollution in that city.

My first reaction to this image is that the surfaces don't have enough variations/texture to it, which "helps" achieve the current look which is a little flat. Even the road looks a bit streched and flat to me (i.e. diffuse only, no bumps) which further detracts from the feeling of realism.
