I know this sounds silly, but it's happened to me before; Are you sure that material is applied to the light fitting? Try the colour picker/material select thing just to double check.
What you seem to be doing wrong is lowering the glossiness, not the color value in reflection slot, where it controls the overall amount; that looks near white meaning very reflective .
No, I think he wants it very reflective (like metal), but with a low gloss sheen to it - like it's showing in the material editor.
Have you accidentally unchecked glossy effects in your render settings?
