Saw tutorial using After Effects on top of Photoshop for z depth, why?

Just saw a tutorial where they took an image out of photoshop, after doing some basic adjustments, and brought it into After Effects to apply the z-depth pass. Is there a reason to use After Effects for this, rather than apply the DOF in photoshop using Lens Effects? I don't use After Effects, so don't fully understand the reasoning behind this. Any explanation?

Some people prefer AE for stills since you don't have constantly re-load new layers every time you re-render. Either just open your file or refresh and viola, new footage.

Where they using any sort of plug-in? If they are just using the lens filter in AE, then yeah, I really see no need to go from Photoshop to AE. Can you post a link to the tutorial?
