How do you create topography & contours

Hi all,

 

I was recently asked to see if I can get terrain topography & contours for a large area of Sri-lanka. I wanted to ask how you might go about that? - are there companies that you would recommend that can get this information, or else do you have a workflow for it? I know DEM data is readily available, I just find sometimes it's missing info, like roads and sometimes other information. I was looking at a trial of Infraworks 360 but having trouble exporting to 3ds Max and it's probably a bit too expensive for our immediate needs.
