what is "design for home" or design of my home"? You already have a house and now you want to make some renovations or reconstruction to your house? or you want just repaint walls? Or you are talking aboust flat? room? Specify what exactly you want to do, because advices like learn some software like 3ds max and illustrator sounds simply like flood in this forum I wanna help you, just say what you want?

I tried windows 8, I even could not install 3ds max and some other programs. I really like innovations but windows 8 is just big FAIL, statrting with interface (talking about PC) and finishing with compatibility.

"house plans" you mean "blueprints"? The best soft for such a work is AutoCAD, in sketchup (or 3ds max or other soft) you can use AutoCAD drawings to make 3D model. In order to answer to your question correctly, specify what are you planning to do.

It's the same as to say "I will buy a processor" I mean you should specify what exactly PSU are you going to buy. 650W doesn't say anything to my. Expensive 500W PSU can be better than cheap 800W. Good luck
