Loofting problem in 3dsmax

I am trying to make stairs and I have problem with loofting concrete fence.

I use to make simillar things in Rhino and it was very simple but in Max I am going mad.

 

Any sugestions.

Here is one of the flexibility of Lofting:

Apply Edit spline Modifier on the concrete fence outline. Or if it is already a spline select all the vertices (under vertex sub-object).

Then click Rotate tool and select Use Selection Center flyout on the Menu bar.

Now try rotating the spline either on X,Y,Z axis.
