photoshop can do something similar based on a real photo?

Well, if you type in 'photoshop sketch' in google, you can get a lot of sites that tell you how to get halfway there...the first one that came up for me was

However, those dots will probably need to be done using that filter in photoshop that changes images into comic-book looking prints...I forget the exact name of it, though.

It's from a Plate/engraving used for printing. Kind of the opposite of many of the "sketch" plugins.
