Bugga_Guy
all depends on what the character will be/look like. You can get a program like poser and custom build characters to a degree (or purchase bulit models on places like turbosquid, axyz, lowpoly, and now got 3d , but if your client is looking something specific and difficult to model it maybe wise to outsource, save you alot of time and frustration. If you really have the time and money there is a type of software where, if you take 3 or so pictures (in 360 around your subject) and as long as you made refference points the software would make the 3d model for you and include the texuremap for it. The down side to this is you need to hire live actors to stand in front of a blue screen. I but unfortunately I can't remeber what software is called. Crazy Homeless Guy
...also, depending on the scene, you ight want to consider doing a blue/green screen on it.
Brian Cassil
unfortunately I can't remeber what software is called. Realviz Image modeler. Here's a link http://www.realviz.com/products/im/index.php but I gotta warn you, it's not as easy as they make it sound. I think once you get comfortable with it, it could be a great tool. Also, remember modeling the character is only a fraction of the work involved with animating a character. Even if you use mo-cap you still need to rig it which can be a very lengthy process even for a pro.
manta
Ya, don't even think of doing it yourself, its a very long and tedious process, leave it to someone who's experienced...
