Find lib or sdk to create HDR image

Hello,

I want to find sdk or library to create HDR image , write in c/c++ code, developed in windows OS, I want to include the lib or sdk into my program, I found a free and good SDK, developed by MultimediaPhoto, HDR photo software & plugin - Tone Mapping, Exposure Blending & HDR Imaging for photography, it's very good and I recommend it to you . but it only support jpg image, I want it support TIFF image or RAW image, can you recommend other sdk or library to me (must in windows os)? thank you all.
