This is correct, you need shadow maps to get volume fog, so you can create a light that does not illuminate the scene and only does the fog, and use other lights for the lighting. This way you can do it directly in vray, no comp (like in the evermotion tut). The problem with this though, is that the fog gets accounted for in the GI calculation, which can give unexpected results, so you're better of doing the volume light as a sperate pass.
