I think it depends on what material you're using for the water and how you setup you background. The easiest thing to do would be to set your Background texture to Environment with Spherical Mapping, though it would look wierd if you don't have a panoramic background. The other thing would be to set up your water with a raytrace material and switch the background from 'Use Environment Settings' to a color or other image. Hope that helps...

set ur background to something like a sky, with some clouds and other details to get some good reflections. at the moment it looks like a window, as if u imagine the reflection of the hills isnt really a reflection. by this i mean u cant see any mountains or hills behind the house thing, but u can see them in the reflection.

 

u can always photoshop a decent background for the image later.

 

also i think ur scene lacks lights. what about a few pool lights to illuminate the depth of the pool?

some yelloworange underwater lights on the side walls of the pool would add to the effect of a night time illuminated pool.

 

Like it was stated previously, try checking the fresnel box next to relfections, either that or change the reflection to 76 out of 255 for black.
