Grass is one of the hardest things to do in 3D, I have yet to find a good answer to this problem in Max without a plugin. If you have Max 8 you can use Hair to create some nice grass that won't kill your system. You can't really use geometry unless you are willing to put up with the very long render times but even then you will probably run into memory problems. You can try using procedurals to create a map with a lot of variation in it but it's still going to be totally flat. Vray has a nice displacement function that creates very nice grass, so does Final Render to some extent but both of these programs will take some time to learn so unless you have a long deadline that probably won't work.
