Headlight and Tailight Streaks

I've done it before using the pen tool to draw a path in the direction of the lights. You can then stroke a brush along it at various widths to give it some perspective. You can blur copies of the light layer over itself to give it some glow. Worked for me!!

I see people create the streaks of headlights and tailight in a lot of images. It looks as though a fast motion camera is running and a ton cars are driving by. How is this done? Is it created in Photoshop? If so, how? Thanks.

 

Depending on the versions or PS you're using, take a look at the Liquid Brush, which should be able to do some really neat effects as light. You'll need to tweak the brush settings, which can get confusing, but you'll learn something in the process :)
