A particle system with wind, gravity etc using face mapped particles with a opacity falloff and lots of motion blur is the way I would do it.

The hard bit is getting it to look convincing, you are going to need alot of particles and prob will have to comp them in after, or alternatively render out a sequence and use the diffuse and alpha on a plane as a texture within the scene with a 'look a camera' constraint.

Search on CG talk 3dmax forum, I have found very good help there before and some great example files. Ill have a search around my harddrive to see what Iv got tonight. Good Luck.

hi there.well...u could use a plugin named GLUE3D.it creates almost any type of water, but it works as a particle system. But if youre just gonna make one perspective,i would suggest that u'll look for a very nice water feature over the net and then superimposed/edit it in photoshop.:p
