Moving to Dubai and freelancing there

I am thinking of moving there and freelancing, seeing that the situation here is rapidly getting close to another civil war. DO I need a work permit? what are the rules for a Lebanese to move and work for himself there?

I can't work for someone because I have such a huge portfolio and changed jobs 3 times it scares them off, and my future US emplyer can't get me in the US before January 2008 because of the current H1B visa laws. I am afraid war will be here within weeks.
