There are some very good 3D models available now for trees and foliage etc.. and if used wisely with proxies etc.. wont slow your general work flow down. Plus you will get accurate shadows / reflections without any extra setting up. The 3D people are something that you will get many opinions about on here. Some like RPC, some like physically based such as Metropoly, and some will comp them in post production. Alot of it depends on what sort of finish you are looking for, how close to the camera your people are, and how much they need to interact with the scene. Have a look at the vizmaster store, and at the evermotion archmodel selection for the trees and foliage, as a start, and also at someone like AXYZ for the people. I'd have to disagree with you on that one.... vray + RPC = headache and postprocessing to really make rpc objects look realistic in a vray scene requires a bit of photoshop work to make them seamlessly fit into the scene because they totally ignore the global illumination and already have a baked in lighting applied to themselves. The great thing about the 3d people that andy mentioned is that they will be lit by the scene and the lighting on them will look better. The only downfall is the quality of the texture mapping on the people. As for trees 3d is the best option as long as you have the memory to handle them. Regarding Vegetation: I recommend OnyxTree you can model some very good trees with them: http://www.onyxtree.com. Or you can gather some already done models around the web too, there are plenty.
