Efficient way to extrude elevation contours?

I have provided a link to a graphic of the two types of data I have in my CAD file that I need to be able to extrude into 3D space to show the topography of the land.

 

Is there a way to read the numbers that the surveyor has provided in the CAD file to produce the needed geometry? The two number I have that I need to know if there is a way to read and produce 3d geometry are:

 

1. contour lines with a height for the land at that location.

 

2. grading adjustment numbers (pluses and minuses) as to how I need to modify the lay of the land to match the final grading of the developed area.

I have access to ACAD 2007, AutoCAD Civil 3D 2008, and 3D programs like 3DS Max 9 and Sketchup in case there may be a solution in any one of those programs or corresponding plugins/3rd party apps.

 

Any help would be greatly appreciated. Please let me know if I have not provided enough info for a reasonable response.
