If you have the time.

 

-Site lights and some landscaping. (maybe a big tree or sculpture garden to the left. Hide that "ugly parkade";)

-Cars coming and going to the right.

-light up the main floor and populate.

-put some people and office furniture in the tower.

 

I think you are off to a really good start. I really like the lighting in the office

I assume this isn't done from your end yet because there are the obvious missing elements such as landscaping, cars, people, etc.

 

Some things that might not be quite so obvious that I would consider are adding a few buildings behind the camera to add some interest in the reflection. Add as much to the interior as you feel you can afford but the musts are grid lighting on the ceiling and some partition walls. Other things to consider would be a few people and some simple furniture. I am against parralax in an image like this but I know not everyone will agree with that. I would also leave just a little more room at the top of the building to the top of the frame. Some subtle lighting inside the parking strutcture might be nice. And perhaps some subtle blurry reflection on the roads. Good luck!

Personally I don't think the motion blur is overdone but I think the cars should have their lights on. Maybe only the one mblur car and move it back so its not in front of the building entrance. I would agree with Brian that the parallax could be corrected. I like the image - it seems a little isolated maybe its just me but I sense a loneliness with this image.
