You could either set up Alternate Units in the Dimension Style which will give you both metric and imperial or set the Units as you have done and scale the model by 1/25.4 = 0.03937007874015748031496062992126 or what the Dimension Style uses 0.03937007874016

if it is a dimensioning issue only, then alternate units is a fine solution.

 

if you want to actually be able to model / draw / measure in imperial units then the idea of scaling the entire model by 1/25.4 (or .03937) is correct.......no need for any further decimal accuracy.

 

i'm just repeating what you said, but hopefully making it easier for him to decide.
