you can use opacity mapping. create a plane, and the fence post. mapped the fence plane with the opacity or cutout mapping of the fence, (i believe there's a few mapping of fence that comes with max's mapping library.

I got question about how to make metal fence...

 

 

Use Max's AEC Extended "Railing" command under the Geometry Tab. It is designed specifically for this type of task.

 

You can draw the boundaries of your fencing in plan (top) view and then go to Railing and select "Pick Railing Path."

 

The Railing command will let you parametrically drive all of your fencing elements spacing and dimensions. Under "Fencing" choose "Solid Fill" and this will give you planes for mapping a chain link texture w/ an opacity mask.
