I have experienced some case where that was not the case. The U2 Tower competition in Dublin - they even lost the name of the winning entry and therefore the prize went to the one who came second. Just looking through the entries, I was awe struck by the vast different array of presentational styles and ideas, that people judging the competition may have to deal with. There are indeed some very strong architectural concepts used there to design memorials of such scale. But the mere fact, that each entry is bar-coded just speaks for itself, in terms of how many entries there must have been!
