edd radcliffe
Start of by masking out as many individual components of the image as poss and copying them onto a new layer ( there is no magic filter in pshop for this ), it may take a whil but will be worth it. After this take time to work out where your light scources will be coming from and individual treat the components you have just made with combinations of adjustment layers. For small objects that need a spot light cast onto them ( e.g. building in background ) use the lighting effects plugin to cast direct light, remembering to make a duplicate of the intended layer first so any mistakes can be rectified. Its a long and slow process but the results will be worth it. Dont be a ffraid to replace the entire sky with a new nightime one and above dont make it black! black sky at night just does not exist! Good luck,
