How to illuminate for exterior with scanline rendering?

Haven't seen the tutorial which you're referring, so this is just how I do it.

 

For skylight:

Lightdome of spotlights with low value and low resolution shadowmaps with high sampling amount.

 

For sun:

Direct target light with raytraced shadows.

 

There are few free maxscripts that do this automatically.
