How to add cars with motion blur?

What is the easiest and more effective way to add cars with motion blur in stills like in this pic?

Is it as an effect in 3dsMax or in Photoshop?

photoshopped ..of course the tyres should have radial motion blur though

you can do either. I find rendered motion blur slightly more convincing, especially with people. I would render them on a seperate pass though.
