can anyone tell me how can i make material like this

 

it is supposed to be known as swaroski crystal dust

 

any help wud be appreciated

It can probably be crated using a very simple reflection map.

 

If you use a Tile material in your reflection slot (depending what render you use) you can adjust the tile size so it only reflects where the crystal dust is.

I have tried this before and with the reflection map I struggled to get the drama your seeing here.

 

The material and reflectivity can be achieved but not the flares - without effects or post -

 

I personally for speed (as long as your not animating) would choose to post fix this and "paint" the highlights and flares in with photoshop.

 

Generally the time taken to get the effect and the highlights where you want them with the correct intensity is just not worth it. As long as you have only a handful of stills to the quickest most satisfying way to do this is by hand.

 

Hope this helps - try some custom brushes in photoshop which you can get for free by simply googling photoshop brushes.
