help about animation lights

hI guys, first of all sorry for my english. I did a quick search about this subject but couldn´t find anything in concrete.

 

Did you guys watch the UNIFORM´s winner video for best editing ?? well i want to try to animate some lighting panels, (like the windows in the video) from bottom to top, top to bottom, etc, etc, each light turning on (or panel in this case) a differente lenght of time.

 

I have a basic idea using vray but it could take me some time. I want to ask you guys if you know a tutorial about this or some place where i can look. Or in the best of all cases, if you can share some workflow for this.
