erickdt
This got me thinking about how I would do this. I typically do renderings of tradeshow booths which do not present scenarios where you'd need to render water... I'd do it like this: first of all, I'd use a standard VRay material, basically setup like you'd setup a basic glass material except with a little bit of bluish fog. Then I'd apply that material to a displaced plane (standard displacement with a noise map). Here's the result of my test...
zhopudey
I use a solid object as the water object (usually a box), which extends slightly beyond the pool edges. Material is simple vray, black in diffuse, almost white in reflect, and light blue/green in refract, and a noise map in bump.
