People are all out of scale, and work on the glass reflections, building looks empty

People must have being added in PhotShop. Try including them in the scene so the proportions are right. Darken the glass pales to prevent the interior from looking empty or include a reflection map of the sky or sometime or just map interior scenes to the glasses.

Sky is distracting because clouds are so small and individual and bright white.

A sweeping pattern of clouds would work better.

Other than the people, the sky is way too saturated...and the foliage and l/scaping could use some help.

Agree with the above comments, also;

 

Be careful with image sharpness when adding things in photoshop - the people are far more crisp than the render. Either choose a sharper ani-aliasing filter for your render or apply a very slight gaussian blur to the people added in photoshop.
