Jeff Mottle
Yup there is. It's called PocketCAD http://www.pocketcad.com/ I saw a demo of it a few years ago and it was pretty impressive. It was coupled with a specialized survey system/total station that would allow you to walk around a space with a rod and each point that you placed the rod on would create a start point for a line. Bascially you could walk the perimter of the room and daw the CAD drawing a you go. I Can't reacall the name of the company (if they are still around), but it looks like the pocketCAD site lists quite a few partners that may do that same. I'm assuming that as-built dims is what you are trying to do.
Chaz
I don't know if you want to do full drawings, but AutoCAD has a viewer for Pocket PC. You can put your cad files in it. It allows you to mark up and scale. It might do more, it's been a while that I look at it. Check their web page.
