3ds max export to rhino scale problem

I'm new to max, but I've been using rhino for quite awhile. Basically, everytime I export from 3ds and open in rhino the model isn't to scale. I setup both max and rhino to the same units. Does anyone know why this happens and how to fix it? So far the file formats I've tried are obj, iges, vrml, fbx and 3ds. For example, I made a 1'x1'x1' cube in max, exported to rhino and the cube is now 25'4"x25'4"x25'4"

 

it almost looks like a metric unit problem, but like I said, both programs are set to inches as units.

Definitely seems like a metric/imperial conversion problem... The ratio you have there, 25.4:1, reminds me of 25.4mm = 1"

 

I don't use rhino, so I can't offer a solution unfortunately - the only thing I can say is to double check the the units are the same. In max, make sure you are checking the System Units, and not the Display Units - the "System Unit Setup" button at the top of the Unit Setup window.
