What spawned my search is that I am needing a pretty low detail smooth map for adding bump to my glass for an exterior rendering (so the reflections are warped just a bit). I was using a bump that was pretty detailed (meaning there were probably 30 high spots) but I had to scale it up so much I ended up seeing pixelation in the reflections because the map wasn't high res enough. I could just scale it up in photoshop but for memory management a much smaller map that was simply less detailed would be better for me. I tried taking one of my maps and then just gaussian blurring the crap out of it and it looks great, but it's really hard to get that to be seamless.
