Flicker at start up and wake up...

My monitor flickers at start up and when the computer wakes up... I am thinking it is the video card but I am unsure... does anyone have any clues or can confirm that it is the card or point me towards a solution?

 

I have checked drivers, cords, the monitor is a SyncMaster and works fine with my laptop... if I unplugged and re-inserted the cord into the card at the back of the pc it used to fix the problem, but now there is a 50/50 chance the screen just goes dead. Video card is a 9800 GTX.
