Specular Bloom in Premiere

I am putting together a low res animation for a project for the client, showing everything that we will be doing in the final video. Because this is a low resolution animation we rendered everything as jpegs with no separate channels. Is there a way to add specular bloom in Premiere using raw jpeg footage or do I need the specular channel to do this?

Use ae for that shot.

Put an adjustment layer and glow on it. Mask and play w feather to control it.

Plus if needed, make a black solid. Change that to a colour dodge blend mode. This will knock out the black

Put a lens flare on the black solid. Tweak and tune it down

 

If budget allows use optical flares which is a separate plugin.

 

 

 

Or if you really really have to do it in premiere , make a lens flare in photoshop. Make the edges are not harsh. Bring it in and change the blend mode to color dodge. Key frame animate it. Might not be nice though.
