Try turning off the GI and instead use white color in emission. Then up the subdives. Also, in Vray settings, check "Advanced athmospheric evaluation". is it possible to render the fog out as a separate pass and then add a slight blur in photoshop? Yes, try Vray Atmosphere pass.
