for that image, it's more about the hardware. How's your hand? Photoshop is your best bet for software.

Yes find a good aerial shot and do it in photoshop. If you want to build 3D models - you can produce infinite cityscapes in Vue, or Citybuilder. I would start there.

Since there is not much detail you might even be able to get away with greeble. I agree about Photoshop.

Thanks for the feedback. So it's a simple case of developing a 3d model, getting the aerial shot and adding all the lights and fancy effects on photoshop. Sounds a lot easier said than done probably... having to zoom down on all these different areas.

Tip: Colour dodge blend mode is your friend for a night scene like this.

Set a black layer to colour dodge. Paint over it. Control with fill..
