Aiduss
Hi! Open material editor by pressing "M" if you on 3ds max. Go to Material -> Get Material or just press "G" it will open Material/Map Browser window. On the left top corner near "Search by Name.... " press on the black triangle. Then choose Open material library ... and there you go! Just find a place where your mat file is. Hope this helps.
Boris Horosavin
This is a material from vraymaterials.de, therefore it is packed and you need to unzip it first in a separate folder. Then you follow procedure Juris suggested (open Material menu -type M - then Material-> Get material and then point to .mat file in the folder you unzipped). This material obviously has no textures attached to it so you don't need to worry about re-linking pics to material, that should be it.
AubreyM
Also make sure that where you unzip and add the file is where it is going to stay. If you add it to max and then move the .mat file Max won't like that at all.
