I would use the Blizzard or the snow then load the snow present then add a wind effect bind that to the snow you will have to mess about with the parameters until you get the effect you want but if you have the money then i would spend on a snow plugin

 

Sorry my mistake you cannot load the presents on the snow because it's only work with some particle systems

i would also try the vortex to make the swirling effect but i don't know much about this vortex it mite not give you the effect you need you could bind the snow the wind and the vortex together

 

 

make sure you vortex and the PCloud binded together to make it work

 

i cannot get the vortex to render maybe you can in the newer versions

OK, for landing...

 

Get the UDeflector based on the item "snow". Animate bounce down to 0%, friction to 100% and Inherit Vel to 0%. Look also to the wind and give it a negative value to make the snow settle downwards. It looks like with the friction and velocity cranked to still, you don't have to mess with the wind turbulence "it's stirring, but they sticking".
