I think the only way is to do one long spline!

 

Unless you are good at maxscript and know every angle of each bend and it's position in world space and you could write a script to create it for you. But it would probably take just as long to draw your spline!

 

I'd try and get as many reference images as possible and break it up in to splines that are the same and try and arrange them in to this form. Then attach them all together and sweep or loft it.

 

Time consuming though!

I reckon you could play with some of the Hedra primatives, select the edge loops, convert to linear splines. Select the vertex points on the new spline and fillet the corners at once. Then make splines renderable with radial thickness

 

This may not give you the exact shape, but it would perhaps give you a ball of splines to work with
