I cant give you any special settings and stuff, cause I think this differs from scene to scene... The tip I can give you is that you must use a light that has shadow maps as shadows. I dont work with raytraced shadows, atleast not in 3dsmax4 which I use... Not sure about this, but I belive you get more detailed volyme light if you increase the size of the shadow map. I think all you have to do is open the render/effects menu, select "volume light" and then select the lightsource you want to appy it to, then adjust the density of the fog... this is pretty much trial and error.... start with a low value and go from there... havent used this effect in a long time, so dont hate me if Im wrong =) hope it helps! Since it uses the same technique as a shadowmap, it cant go through glass, no matter how low the opacity is. so, to make it shine through a window you must exclude the glass... and yes, I think it can take a while to render....
