I don't exactly use IES lights very often but this is the first time I have had this issue where they seem to disappear depending on the camera angle or have blocked out areas where the light doesn't seem to be working. Using Photometric light with a photometric web and standard camera. Messing around some more removing shadow casting from the IES lights seems to have fixed the problem of them not appearing in some cases. I really don't get a clear idea of what your problem is, but I once had an issue with VRay IES lights; in my case, rotating the IES to a certain angle, resulted in a dimmed, almost off light rendered regardless of how much power I gave it; I finally discovered that the normals orientation (Tangent, XYZ, etc) of the normals map was the culprit.
