With a minimum rate of -1, and a noise threshold of 0.1? Your secondary bounce multiplier is set to 0.85, why? Your noise threshold is 0.005, but isn't being used for AA filtering anyway. Minimum samples set to 16? I don't think your problem is the GI, it's your antialiasing, and possibly your materials - depending on what they are set up like.
