I'm new to Max 2013 and still getting used to it. My problem is sometimes while I'm working in subobject mode, it will lock on to one. So, say I'm editing verts, I orbit around while I work with the Alt + Middle mouse button, maybe I use Target Weld. Then, I'm used to just right clicking away from the mesh to cancel Target Weld, or whatever I'm doing, but I get the quad menus instead and from that point it seem like the Target Weld and Vertex mode are locked on. I can click to Edge mode and select edges etc., but the icons still show Vertex mode is on and Target Weld is on. Very weird! Any insight would be helpful. My only fix at this point is to save and quit then restart Max. The only way I was able to re-create your issue is to keep holding down the Alt button, so make sure your keyboard isn't sticking.
