Problem about turning on/off lights in animation

I have a problem about how to turn on/off lights at specified frames.

I tried to modify the intensity of the lights or enable the on/off buttons in light lister then set some key frames but still not working. Once I modified the value of an attribute of one light at one key frame I found that the value of that attribute in other key frames would also be changed.

 

Is it possible to turn on or off lights in animation?

I'm using 3ds max design 2013.

You have to set a key frame with the lights turned on, before you haven't changed anything, than in the next frame you change things and set a keyframe for that too, and if you want to turn it back on, you need to set a keyframe with the "off" settings, than in the next frame turn it on, and set a keyframe again..

so frame12-on -- frame13-off ...... frame23-off -- frame26-on
