traditionally mid day. when the sun is highest and sunniest.

 

but it doesnt matter. it's up to you and the client. the waether and time of day will dictate the mood you create.

if it's an urban site, don't forget a night shot. could be cool too to present your projet with interior lighting.

Well I would probably prefer either early morning or late afternoon, when the light is good and the shadows get interesting. Colors really come to life at times like that.

 

I guess it depends on what your purpose for the photograph is and what you're aiming for. Architectural photography is all about lighting and usually when you see good arch. photographs, there is always dramatic lighting with either intense direct light, or often you will see the shot right after the sun has set, so there aren't harsh shadows, but beautiful colored light surrounding everything.
