Best regards..
Morne Erasmus
Max comes with a tutorial that lets you wire it. If you're not in the mood for a tutorial, checkout scriptspot. There's a couple of free ones there that lets you choose the body and the 4 wheels and does everything for you. If all else fails, just buy Ant Traffic for 99 USD, its well worth it http://75ive.com/ant-traffic-simulator/
Fr3Drick Law Olmstead
This is a tutorial series on the 3ds Max Learning channel on YouTube Advanced Car Rigging in 3ds Max on DigitalTutors is pretty good too.

Ernest Burden III
There's a great plugin for Cinema4D called Drive! that automates everything from wheels turning to sliding at high speed, shocks, car body roll around curves, all that and a bag of chips. One the other side of complexity, one trick for basic cars is to make the wheel covers simple rounds, so you don't actually have to have the tires rotating for anything even a little distant. A similar plugin for max is called Madcar. And its SOOOOO much fun. You drive the cars in the viewport just like a video game and it records all the motion, then you sit back and replay your driving. Body roll, skids, wheel spins, awesome.
